Planning access and decriminalization options

The Task Force studies laws, science, safety, and barriers around natural psychedelics. It must recommend a Maryland access program, including permits, practitioner training, safety rules, and production standards. It must also propose options to use civil penalties for nonviolent acts, expunge records, and release people jailed for those offenses. An initial report is due by July 31, 2025, and an update by October 31, 2026.

Conflicting start dates; law ends 2027

One section says the Act takes effect July 1, 2024. It stays in effect for 3 years and 6 months and ends December 31, 2027. Another section says the Act takes effect July 1, 2026. The enacted text contains two different start dates.

State psychedelics task force formed

The law creates a Task Force on Responsible Use of Natural Psychedelic Substances. The Governor names the chair. The Maryland Cannabis Administration provides staff support. Appointments should reflect the State’s socioeconomic, ethnic, and geographic diversity. Members are not paid, but they can be reimbursed for travel and expenses under State rules.

Which natural psychedelics are covered

The law defines natural psychedelics for this work. It includes psilocybin, psilocin, DMT, and mescaline. The Task Force can add other natural psychedelics. Peyote is not included.
