Maryland recognizes dealer and manufacturer groups

The law defines "dealer association" and "manufacturer association." A dealer association is mainly owned by or made up of dealers. Its members must represent a majority of Maryland franchised dealers. It mainly represents dealers’ interests. A manufacturer association is similar for Maryland manufacturers. These definitions let these groups act in state administrative hearings. The rules take effect October 1, 2026.

Wider hearing rights, new limits for associations

Beginning October 1, 2026, dealer and manufacturer associations can request Maryland administrative hearings. They can file for themselves, for a dealer or manufacturer, or for a group. They can ask to resolve a dispute under this title. They can also ask for an official interpretation. A dealer association may file only if one member has a dispute with a manufacturer, distributor, or factory branch. The issue must be germane to the group’s purpose. The claim and requested relief must not need every member. This right does not cover disputes with manufacturers, distributors, or factory branches that have no franchised dealer in Maryland. The process is available even if a franchise agreement says otherwise.
