Conflict-of-interest policy now required for board

The Anne Arundel Board of License Commissioners must adopt and publish a written conflicts and recusal policy. This requirement starts July 1, 2026. Publishing the policy increases transparency in board decisions.

More seats on Anne Arundel alcohol board

The county alcohol board grows from three to five members. The law takes effect July 1, 2026. The Governor appoints five members. The two added seats begin their first terms on May 2, 2027. This applies only in Anne Arundel County.

New eligibility and balance rules for board

Each member must live in Anne Arundel County, be a voter there, and be of high character with recognized business experience. No more than three members can be from the same political party. No more than two can live in the same state legislative district. These rules apply starting July 1, 2026.

New rules for appointing board members

Starting July 1, 2026, the Governor must choose Anne Arundel board members from a list by the county’s state House and Senate delegations. The Governor can ask for a new list at any time. If the Maryland Senate is meeting, it must confirm appointments. If not, the Governor may appoint, with Senate consent when it next meets.
