More stable funding for Maryland libraries

The law names the Enoch Pratt Central Library as the State Library Resource Center. Beginning July 1, 2026, the State provides minimum yearly payments to the State Resource Center and to each regional resource center, based on the prior year resident count, for operating and capital costs. Regional center rates per resident: FY2020 $8.35; FY2021 $8.55; FY2022 $8.75; FY2023 $9.19; FY2024 $9.39; FY2025 $9.59; FY2026 $9.79; FY2027 and later $9.99. State Resource Center rates per State resident: FY2024 $1.97; FY2025–FY2027 $2.07; FY2028 $2.11; FY2029 $2.15; FY2030 $2.19; FY2031 $2.26; FY2032 and later $2.30. These calculations are subject to subsection (g) of the same law.
