Campus plans and referrals for student parents

Each Maryland public college must adopt a plan to support pregnant and parenting students. The plan follows Title IX and lists referrals to WIC, child care scholarships, Medicaid, and CHIP. It must include info on adoption services, campus accommodations, and a health care referral network. The plan is posted on the school website by October 1, 2026. The law defines who is covered: students who are pregnant, care for a child of any age, or share parenting duties. The law takes effect July 1, 2026.

Colleges must track and report parent status

Beginning July 1, 2026, colleges must ask students if they are parents or guardians, the ages of their children, and caregiving details. Schools must add these questions to demographic forms and send the data to the Maryland Higher Education Commission in a common format. The Commission submits a summary report by September 1, 2027, and every September 1 after. Student data now includes parental status and disability category. Student data does not include criminal, CINA, medical, or pregnancy records. Answers about parental status are not treated as medical or health records.
