Local election boards can hire statewide counsel

Local election boards can hire or keep lawyers who are registered voters anywhere in Maryland. The lawyer must be licensed to practice law in Maryland. This replaces the old rule that limited counsel to county-registered voters. The law is an emergency measure and takes effect immediately.
