Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Refundable $500 child credit for very low income families

Maryland residents get a $500 State tax credit for each qualified child. You get the full amount if your federal AGI is under $15,000. The credit drops by $50 for each $1,000, or part, over $15,000. It cannot go below zero, and any extra is refunded. A qualified child is your dependent under federal rules as of Dec 31, 2024. They must be under age 6, or under 17 with a disability.

County cash grants for low-income families

Your county can set up a cash grant for each qualified child. You and each child must live in the county on the last day of the year. You qualify if your federal AGI is under $15,000. The county sets the per‑child amount. The grant is cut by 10% for each $1,000, or part, over $15,000, and cannot go below zero. Counties fund these grants and must repay the Comptroller for administration costs.

Refunds for non-filers and credit allocation

If you are not required to file a State return, you can still file to get a refund. Refunds can include withheld tax, estimated payments, or certain credits, including the child tax credit. The law also sets where some credits apply. Some credits lower only your Maryland State income tax. Others lower only your county income tax. This can change which bill goes down or which refund you get, but not the credit amount.
