New board to oversee off-road trails

Beginning October 1, 2026, Maryland creates an Off-Highway Recreational Vehicle Recreation Oversight Board inside the Department of Natural Resources. The Board advises the Secretary on operation, acquisition, regulation, and oversight of off-highway vehicle trails and recreation. It meets at least quarterly. The Department provides staff. The Park Service, Forest Service, Wildlife and Heritage Service, and a county representative from each county with a state-maintained off-highway trail also provide support.

Rules for off-road board members

The Governor appoints five Maryland residents to the Board. One represents the Maryland Off-Highway Vehicle Alliance, one the Maryland Motorcycle Dealers Association, one American Motorcyclist Association District 7, one ATV/UTV/side-by-side drivers, and one on- and off-road motor vehicle drivers. Members serve four-year terms, and the Board elects a chair each year. Initial terms end on a staggered schedule: one in 2027, two in 2028, and two in 2029. A member keeps serving until a successor qualifies. The Governor fills vacancies promptly, and mid-term appointees serve only the rest of that term.
