New yearly payments for Maryland research facilities

Beginning October 1, 2026, Maryland research facilities that must file APHIS Form 7023 must pay a yearly contribution by January 15. The amount is based on animals listed in column F of the most recent form: $5,000 for up to 100; $10,000 for 101–500; $55,000 for 501–5,000; and $75,000 for more than 5,000. If a facility does not pay, the state can charge up to $1,000 per day. The Department of Agriculture sends the money to the Human‑Relevant Research Fund. The law defines APHIS Form 7023 by federal law and moves these rules into the Agriculture article, repealing the prior Health–General sections.
