AI fellowships for public college students

Beginning July 1, 2026, public college students can be matched with State agencies to work on AI projects. The fellowship follows the State’s AI Strategic Plan. A State agency may repurpose its funds to support fellows if the Department of Budget and Management approves. The University System consults with the Budget Department and the Governor’s AI Subcabinet to run the program.

New AI help and local hubs for small businesses

Beginning July 1, 2026, Maryland creates an AI Partnership in the University System. It connects training, projects, and funding across State agencies, colleges, the Small Business Development Center, and workforce boards. The Partnership hires a Director and pursues federal, State, industry, and philanthropic funding. By December 15, 2027, it sets up one pilot Technology Extension Hub in each of three regions. Hubs act as a single contact for small businesses, link to community colleges and employers, and help firms use cloud and campus computing. The Department of Labor may collaborate if it fits its priorities and resources.

AI lab to help state agencies

Beginning July 1, 2026, the University System establishes an AI Incubation Lab to help State agencies build and test AI tools. The lab starts after a memorandum of understanding with the Department of Budget and Management. It may consult with the Governor’s AI Subcabinet. The Department of Information Technology provides policy guidance and may help agencies adopt the lab’s work.
