New permitting rules for biochar and wood vault projects

Beginning July 1, 2026, Maryland sets a permitting path for carbon projects that use biochar or wood vaults. The law defines these projects as long‑term carbon dioxide storage in a geologic formation. The Maryland Department of the Environment must issue permitting rules and standards by January 1, 2028. The Department must consult the Maryland Department of Agriculture while writing the rules. The law does not create new grants or require agencies to fund these projects.
