New rules for nonprofit preservation contracts

Beginning October 1, 2026, nonprofits on certain state preservation, archaeology, or conservation contracts must hire outside firms to do the work. They must run competitive bids and follow Minority Business Enterprise rules. They must send yearly reports on results, spending, and MBE use. They also must maximize community engagement in the project. These rules apply to the nonprofit partnership contracts covered by §11-203(a)(1)(xviii)1 and (xx).

Easier state partnerships for preservation projects

Beginning October 1, 2026, state agencies can use a special path to partner directly with nonprofits on historic preservation, archaeology, and conservation projects. This applies to the Departments of General Services, Housing and Community Development, Planning, and Transportation. It does not apply to projects covered by Title 17, Subtitle 2. This opens partnership and subcontract opportunities on covered projects.
