Clearer charging rules for electric car drivers

Beginning July 1, 2026, Maryland requires electricity sold at retail for vehicle charging to be measured and sold in kilowatt-hours. During a charging session, sellers may charge customers only for the kilowatt-hours dispensed in that session. Equipment owners or possessors must clearly post a local responsible person's name, address, and phone number. These details must appear on or immediately beside the equipment.

Electric car charging fees with billing limits

Beginning July 1, 2026, equipment owners or possessors may charge service fees related to retail vehicle charging in Maryland. Fees may be fixed or based on time. They may be charged only when the session ends and must appear separately on the customer's receipt. The law removes the requirement for the Comptroller to set and publish a minimum electricity price for vehicle charging. It sets neither a price per kilowatt-hour nor a service fee amount.
