Home visiting funds favor proven programs

Beginning July 1, 2026, the State funds only evidence-based or promising home visiting programs. At least 75% of State home visiting money must go to evidence-based programs. This shifts State support toward proven services for families with young children.

Rules for the new children's fund

Starting July 1, 2026, the Children’s Cabinet Interagency Fund holds money from any source, including funds for out-of-home care and prevention services. Any money left at the end of each fiscal year goes back to the General Fund. All spending must follow State Finance and Procurement rules and reflect the Children’s Cabinet’s priorities, policies, and procedures.

Set funding for local children's boards

Beginning July 1, 2026, the Governor must include set amounts in the budget for grants to local management boards. The law sets at least $1 million for FY 2028, $500,000 for FY 2029, and $500,000 for FY 2030. For FY 2028–FY 2030, funding must be at least equal to the Fund’s FY 2027 level. For FY 2031, funding must be $500,000 more than FY 2030. This grant money is supplemental and does not replace other board funding. Boards must apply, submit a community partnership agreement that aligns with the State 3-year plan and local plans, and use the grants to run a local interagency service system and meet any performance measures the Children’s Cabinet sets.
