Immediate vesting for certain state officers

Named State officers become vested when they take office and get full service credit from day one. Roles include the Special Secretary of the Governor’s Office for Children, the State Archivist, the State Prosecutor, and the State Superintendent of Schools.

Quarterly pension payments for local employers

The Board certifies next year’s charges by December 1. Local employers must pay four equal installments of 25% on October 1, January 1, April 16, and June 1. The Secretary may allow up to a 10‑day grace period. If a local employer is late, the State Comptroller withholds the amount plus 7.75% yearly interest from state school fund payments and sends it to the Board. Payments received are credited to the proper retirement accumulation fund.

Correctional officers retirement enrollment changes

Counties and cities may join the correctional officers’ retirement system. They must offer enrollment to all eligible local detention officers. Employers must provide and certify forms, and an affidavit can document non‑responders. If you do not return the form, you are treated as enrolled and contributions begin. Participation starts July 1 after the election year, or one year later if documents are late. If you join on the effective date, you get 100% credit for earlier service with that unit.

Employees’ Pension System enrollment changes

The law standardizes how local units and workers join the Employees’ Pension System. Units must offer enrollment to all eligible employees. You must file a written election when you start the job; if you do not return the form on time, you are treated as enrolled and payroll contributions begin. Employers must give and certify the election forms, and an affidavit can document notice if you do not respond. Participation for a unit starts on July 1 of the year after the election, or one year later if paperwork is late. If you join on the unit’s effective date, your past service with that unit counts 100%. Baltimore Metropolitan Council staff must repay missed member contributions with interest to get credit from July 1, 1992 through the effective date. The Board will issue rules to implement these optional membership steps.

Law enforcement pension enrollment changes

Counties and cities may join the law‑enforcement pension system. They must offer enrollment to all eligible officers, firefighters, and EMTs. Employers must provide and certify election forms; an affidavit can be used if no form is returned. If you do not return the form, you are treated as enrolled and contributions begin. Participation starts July 1 after the election year, or the next year if paperwork is late. If you join on the effective date, you get 100% credit for earlier service with that employer.

Teachers pension county payment timing

For fiscal year 2026, counties must pay their teacher pension charge by January 1, 2026. Starting in fiscal year 2027, payment is due each September 1. The Teachers’ Pension and Retirement Systems are treated together for these decisions. If a county is delinquent, the Comptroller sets off money due to the county and adds 7.75% yearly interest; up to a 10‑day grace period may apply. Payments received are credited to the Teachers’ accumulation funds.
