Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Property tax relief for downtown projects

Beginning April 14, 2026, owners of new or rehabbed projects in Baltimore’s Downtown RISE District can lower city property taxes. You can sign a payment-in-lieu-of-taxes agreement with the Baltimore City Board of Estimates. The agreement sets your yearly payment instead of the normal tax bill. Eligible uses include hotel, office, retail, multifamily housing, or mixed-use. Locations are Ward 4 Precincts 1–3, Ward 22 Precincts 1–2, and Ward 21 Precinct 5.

Deadlines and proof for property tax deals

To get this tax break, you must show proof of a city economic analysis. The Board of Estimates must accept that analysis. It must find the exemption is financially needed. Apply by June 30, 2036. By that date, you must have building permits. By that date, you must meet or waive all financing conditions for construction.

Property tax relief ends 2036; deals continue

The law takes effect April 14, 2026. The power to start new property tax deals ends April 14, 2036. Any deal signed before that date stays in force for its full term.
