Study of payments to family caregivers

Beginning July 1, 2026, the Office of the Comptroller, with DHS and the University of Maryland, studies a caregiver stipend program. The study looks at a program that pays a monthly check to a caregiver for each dependent they care for. A qualified family member must need help with daily living, certified by a doctor, physician assistant, or nurse practitioner. It includes people age 60 or older, people with Alzheimer’s, and children or adults with developmental or functional disabilities who are cared for by relatives. The study reviews economic effects, possible stipend amounts, funding sources, and administrative and operating costs. DHS must consult with the Departments of Aging and Health and local aging and disability agencies. A final report goes to the Senate Finance, Senate Budget and Taxation, House Appropriations, and House Health committees by July 1, 2028. The law does not create caregiver payments now.

Law runs July 2026 to June 2029

The law takes effect July 1, 2026. It ends automatically on June 30, 2029. No action by the General Assembly is needed to end it.
