Maryland can enforce laws on federal land

Beginning July 31, 2026, the Governor may agree with the United States to share jurisdiction so Maryland can enforce its civil or criminal laws on federal land. Maryland also reserves jurisdiction over federal‑held land when federal funds are found delinquent under §10-208 because the federal government is not following court decisions on approved spending. These powers apply only where an agreement is made or after a formal delinquency finding.

Stronger tools to collect federal debts

Beginning July 31, 2026, Maryland sets a clear process to collect federal money the State is owed. The Board of Public Works can, by majority vote and after consulting the Attorney General, find the federal government delinquent under §10-208 when it does not follow court decisions on approved spending. The Central Collection Unit then collects the debt, up to the full amount owed. The Board can place liens on federal property and can direct the Comptroller to withhold State payments. Separately, when the Central Collection Unit refers a delinquent claim, the Comptroller may withhold State payments to the federal government. The Attorney General assigns full‑time assistant Attorneys General to focus only on these collections.
