New unit to fix state audit problems
Beginning July 1, 2026, the state creates an Audit and Finance Compliance Unit in DBM. It tracks how state agencies fix audit findings from the Office of Legislative Audits and gives guidance. If an agency has four or more repeat findings, or gets an unsatisfactory audit, the Unit must give direct help. That help reviews timelines and fixes, tests samples, and monitors progress until the next audit. DBM sets up a special team for this work, and the Governor puts systems in place to monitor fixes. Each year by October 1, the Unit reports to the Joint Audit and Evaluation Committee on each finding, the auditor’s recommendations, years unresolved, target dates, reasons, and status. The Secretary may adopt rules to run the program.
Cybersecurity audit details limited to officials
Beginning July 1, 2026, cybersecurity findings in audit reports are redacted before the public can see them. Unredacted details are limited to certain officials, including members of key legislative committees, some budget committee chairs, the Governor and top staff, and the DBM compliance unit.
