New fund to strengthen senior services

Beginning July 1, 2026, Maryland creates the Aging Resilience Fund to support the Department of Aging. It is a separate, nonlapsing account. The State Treasurer holds it and invests it like other state money, and the Comptroller accounts for it. Interest stays in the Fund, which includes investment earnings, fees under this law, and other accepted money. The Fund can pay for partnership development and any Department programs, services, or activities that match its mission, and spending must follow the State budget. The Governor cannot cut a Fund appropriation approved by the General Assembly, and the Fund is exempt from interest sweeps to the General Fund.
