Maryland workgroup on car insurance costs

The Maryland Insurance Administration establishes a standing workgroup on private passenger car insurance. The Insurance Commissioner chairs it. Members include a state senator, a delegate, the MAIF director, an actuary, insurer and producer reps, and consumer and research advocates. The chair may appoint the listed experts to ensure broad input.

Plan to cut car insurance premiums

The workgroup must make clear, data-based legislative recommendations to lower private passenger car insurance premiums. It studies territorial rating and other rating factors that may create unequal impacts. It must record member votes on each recommendation and consider how any new approach would change rates across Maryland. The group must report findings by January 1, 2026, and submit updated recommendations by January 1, 2027.

Dates and two-year limit for workgroup

The act takes effect July 1, 2025. A separate clause states Section 2 (the workgroup provisions) takes effect June 1, 2026. Section 2 remains in effect for two years and ends June 30, 2027. These dates set when the workgroup operates and when its authority ends.
