Fines for unpermitted Conclave events

If you publicize, sell tickets for, or run a related event without the required permit, the Board must fine you $1,000 to $3,000 and may suspend your license. If a State caterer joins a related event without the needed Class C per diem license, the Executive Director fines $1,000 to $3,000 or suspends the license. These penalties apply July 1, 2026 through December 31, 2027.

Permit fees based on crowd size

Pay a $50 application fee when you apply for the permit. After approval, pay $500 if the Fire Marshal sets capacity under 300 people. Pay $1,500 if capacity is 300 or more. These fees apply July 1, 2026 through December 31, 2027.

New permit rules for Conclave events

The law creates a related event promoter permit for events tied to the Kappa Alpha Psi 2027 Conclave in Baltimore City. Promoters or participating license holders must have this permit before they publicize, sell tickets, or stage the event. It applies when a license holder works with a third‑party promoter and at least 75 people are expected. Apply at least 30 days before; the Board decides within 7 days. Include written consent from a Visit Baltimore designee, any required City DOT special event permit, a dated and notarized form signed by each participating license holder, and all premises. No changes are allowed within 14 days, and the permit lasts the time on the City special event permit. You do not need to live in or be registered to vote in Baltimore City. The Board may set health and safety rules and require public notice. These rules apply July 1, 2026 through December 31, 2027.

Extra license for State caterers

A State caterer must first get a Class C per diem beer, beer and wine, or beer, wine, and liquor license from the Board before acting as a participating license holder at a related event. This rule is in effect July 1, 2026 through December 31, 2027.
