Plan to enforce water taste and odor rules

Beginning July 1, 2026, the Department must make a one‑year action plan to enforce rules on water taste, odor, and discoloration for community and nontransient, noncommunity water systems. The plan must list where these secondary contaminants show up and their levels, include a draft enforcement approach, compare other states, map feasibility and challenges, estimate compliance costs, and set a timeline. The Department must consult system owners and operators, residents, community groups, and the Maryland Rural Water Association. The Department must report findings and recommendations to the General Assembly by December 1, 2026. This planning window ends July 31, 2027 and does not itself require enforcement or new customer charges.
