Shorter alcohol sales hours in 40th

Beginning July 1, 2026, businesses in defined parts of the 40th District may not sell alcohol before 10:00 a.m. or after 10:00 p.m. This includes the area along W. North Ave. from the 1000 to the 3200 blocks and within 250 yards, plus other set boundaries in the law. Many licenses are exempt, including certain Class B restaurant licenses, Class C licenses, arena, marketplace, and municipal family fun center licenses.

New block-specific licenses for restaurants

Beginning July 1, 2026, the Board can issue new alcohol licenses on specific blocks in the 40th District. Sites include the 1200 block of Eutaw Place (Class C), the even side of the unit block of S. Carrollton Ave. (Class B restaurant), the odd side of the 1000 block of W. Baltimore St. (Class B restaurant), and the even side of the 800 block of N. Charles St. (Class B restaurant). Each license needs a signed memorandum of understanding with the local community group (Bolton Hill, Hollins Roundhouse, or Mount Vernon–Belvedere). The Board waives the usual minimum seating rule for the restaurant licenses, and waives the members‑and‑guests rule for Eutaw Place. The 1000 W. Baltimore St. license cannot be transferred to another person or location.

Strict rules for 800 N. Howard license

Beginning July 1, 2026, a Class C license is allowed on the odd side of the 800 block of N. Howard St. The license cannot be transferred or converted to another class. Service is indoors only and limited to 10:00 a.m. to 9:00 p.m. During barbering services, each patron may get up to two 12‑oz beers, two 6‑oz glasses of wine, or two 1.5‑oz liquor servings. The Board waives the members‑and‑guests rule, and the applicant must sign an MOU with the Mount Vernon–Belvedere Association.
