Lawsuit protection for state-appointed water receivers

The law gives legal immunity to a receiver the Public Utilities Commission appoints to run a consumer-owned water utility. When the receiver acts in good faith and uses the powers in subsection 1, the law treats the receiver like a government employee under Title 14, chapter 741. This shields the receiver from some personal lawsuits for actions taken within official duties.
