Larger towns report housing data with state help

Municipalities with 4,000 or more residents must send a housing report to the Maine Office of Community Affairs by January 31 each year. The report lists residential building permit applications submitted, approved, and denied by type: single-family, single-family with an accessory dwelling unit, 2- to 4-family, and more-than-4-family. It also lists the number of dwelling units permitted and demolished, plus certificates of occupancy or other final approvals. The report must show how many approved units are affordable at 80% of area median income (AMI) or less, and at 81% to 120% of AMI, using AMI set by the Maine State Housing Authority. The state office helps towns meet this rule and reimburses 90% of actual extra local costs when the data work is a new or expanded task, with $60,000 in state funds for fiscal year 2025-26 and $60,000 for 2026-27.
