At the close of fiscal year 2024-25 (June 30, 2025), the State Controller transfers up to $3 million from the General Fund surplus to the Maine Department of Health and Human Services, Maine Center for Disease Control and Prevention. The money goes into its Other Special Revenue Funds account for statewide family planning services. The department awards the funds to one grantee to manage and oversee service delivery across the state. This transfer happens after required year-end deductions and higher‑priority transfers, including $2.5 million to the operating reserve and transfers to the retiree health insurance fund.
