MaineCare plans coverage for doula support

Maine’s health department must begin developing MaineCare payment rates for doula services by January 1, 2026. Doulas provide nonmedical physical, emotional, and information support during pregnancy, labor, and the period after birth. This includes guidance on pregnancy health, childbirth, infant feeding, and newborn care. The law targets January 1, 2028, for payments, but requires enough funding from the Legislature. It does not guarantee coverage or set payment amounts. The department must create a statewide council with members from different fields, including practicing doulas, to help develop rates. The council advises on covered services, credentials, recruiting a diverse workforce, billing, payments, and public information about accessing services. By February 1, 2027, the department must report to the Legislature’s health and human services committee. Its report must recommend whether to pay for doula services, an implementation timeline, needed program changes, funding, and a permanent council structure. The committee is authorized to introduce related legislation to the 133rd Legislature in 2027.
