MaineCare doula coverage planned for 2028

The law directs the Department to develop MaineCare coverage for doula services. Doula services are nonclinical support during pregnancy, labor, birth, and the postpartum period, including help with childbirth, infant feeding, and newborn care. The Department must start a formal rate-setting process by January 1, 2026. The plan is to start paying for doula care on January 1, 2028, but only if the Legislature provides funding. A statewide council, including practicing doulas, advises on service scope, credentials, workforce diversity, reimbursement, billing, and public outreach. The Department must report progress, timing, and budget needs to lawmakers by February 1, 2027.
