Clear layoff rules for Maine incentives

The law sets an objective layoff test for the Dirigo Business Incentives Program. It applies to a qualified Maine business that had 20 or more employees in any one of the last four quarters. A layoff counts only if Maine employment drops by at least 20% for at least two straight months in the same tax year. Job cuts caused by a catastrophic event do not count. Job cuts due to a DOT weight or passage restriction under Title 29-A, section 2395 do not count.
