New Maine program for dementia support

The law creates a Maine CDC program to help people with Alzheimer’s and related dementias and their caregivers. It provides public education, promotes early detection, and supports care planning. It also works to cut avoidable hospital stays and slow cognitive decline. The Maine CDC runs it with the Office of Aging and Disability Services. The department operates within its current budget, plans state matching funds for federal grants, and can seek private grants. The program takes effect January 11, 2026.

Five year dementia plan and reports

The Maine CDC and the council must submit a dementia prevention and support plan by December 3, 2025. The plan includes the council’s findings and major input from nongovernment members. Starting January 30, 2027, the Maine CDC files public progress reports every January 30. The council updates the plan every five years. A plan already in effect on the law’s effective date that was developed with stakeholders counts and must be submitted by December 3, 2025. The law is effective January 11, 2026.

State council to guide dementia care

The Maine CDC establishes the Healthy Brain Initiative Council. It brings families, doctors, aging groups, and state agencies together. It meets at least four times a year to study needs and give recommendations and helps develop the state plan. It can accept federal, state, local, private, foundation, or corporate funding. The law provides $500 in 2025-26 and $500 in 2026-27 for a council fund (account N538). The council takes effect January 11, 2026.
