State plan and yearly dementia reporting

The Maine CDC and the Healthy Brain Initiative Council must submit a statewide Alzheimer’s prevention and support plan by December 3, 2025. An existing stakeholder plan counts if it was developed by the Maine CDC; it still must be submitted by that date. Starting January 30, 2027, the Maine CDC posts a public status report every January 30. The council updates the plan every five years.

New dementia prevention and support program

The law creates a statewide program in the Maine CDC to help people living with Alzheimer’s and related dementias. It supports public education, earlier detection and diagnosis, and better care planning and management. It also aims to cut avoidable hospital stays and slow cognitive decline. DHHS runs it with current budgeted money, plans for state matches even without federal funds, and may seek private grants.

Healthy Brain Initiative council set up

The Maine CDC establishes a Healthy Brain Initiative Council. Members include families, doctors, long-term care providers, advocates, researchers, aging services, the ombudsman, and state agencies. The council meets at least four times a year, studies needs and capacity, and helps write the statewide plan. It can accept federal, state, local, or private grants to support its work.

Small startup funds for brain health council

The law provides $500 in 2025–26 and $500 in 2026–27 to an Other Special Revenue Funds account for the Healthy Brain Initiative Council (N538). This money can be spent to support the council’s work.
