Adult ed funds go straight to programs

Beginning in fiscal year 2027-28, the state no longer routes adult education money through school districts. The Department sends all college transitions program funds directly to adult education programs. Payments go through the adult education subsidy set in law. This aims to get funds to programs more directly.

One-time $150K for adult education

For fiscal year 2026-27, the law adds a one-time $150,000 General Fund appropriation to Adult Education (Program 0364). This money supports adult education programs. There is no appropriation under this line for 2025-26.

Stronger oversight of adult education funds

By December 3, 2026 and each year after, the Department of Education files an adult education needs report. It lists funding for each program, any proration, outcomes, unmet needs, and a plan to reach 100% of the state obligation. If adult education money is not paid out as required, the Department sends the Legislature a written explanation. The Department keeps clear, consistent rules for how programs can use state dollars. Before each two‑year budget, it convenes directors, an association member, an instructor, and a student to set goals and funding priorities.
