More stakeholder input on grid study

The Governor's Energy Office must meet at least three times with a stakeholder group for the electric transmission study. The first meeting happens before the study starts and before any RFP, if used, and must share the scope and timeline. At least two more meetings during the study must gather information and comments. Members can comment on any RFP; the office must consider those comments when finalizing it. All stakeholder comments go in an appendix to the final report, and the Public Advocate or a designee joins the group.
