Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Specialized children's homes need checks before placements
Maine's health department must inspect a specialized children's home before placing a foster child there. These homes are exempt from the general inspection requirement, but the pre-placement check still applies. The department must also adopt rules for fire and safety inspections.
Child abuse records gain stronger privacy protections
Maine's health department keeps information and records from abuse or neglect investigations confidential, including later activities and proceedings. Public disclosures are limited to whether a report was received, the alleged abuse or neglect, and the department's conclusion. This protects people's privacy but limits public access to investigation records.
Nursery staff lose required two-year disease-free statements
Maine law no longer requires health rules to demand a disease-free statement every 2 years from covered nursery school personnel. This covers licensees, administrators, and staff who care for children. The health department must still adopt staff health rules to protect children's health and safety.
