Lower emissions limits for Maine power plants

The law lowers Maine’s yearly carbon dioxide emissions budget for power plants and other entities covered by the Regional Greenhouse Gas Initiative. From 2022 through 2026, the budget drops each year by 2.5% of the 2014 base of 3,277,250 tons. The new yearly budgets, in tons, are: 2027: 2,065,595; 2028: 1,807,395; 2029: 1,549,196; 2030: 1,290,997; 2031: 1,032,797; 2032: 774,598; 2033: 516,399; 2034: 442,627; 2035: 368,856; and 2036: 295,085. The budget stays at 221,314 tons in 2037 and every year after. The program’s model rule and applicable state rules continue to guide the budget. The law also removes three older legal provisions and preserves Maine’s authority to leave the initiative. It sets no personal emissions limit or household payment, and does not specify effects on household energy bills.
