Boothbay district splits school budget duties
The law divides budget duties in the Boothbay-Boothbay Harbor Community School District. Trustees govern buildings and facilities, prepare the capital budget, and oversee capital spending and reserve funds. This covers upkeep, repairs, replacements, improvements, and reserve funds for capital purchases not related to teaching. The school committee prepares the operating budget and combines both parts into spending categories using the state's required format. The combined budget goes to the budget meeting and through the state's budget approval referendum process. Trustees can prepare additional capital articles, including reserve fund articles; the school committee must include them in the meeting warrant. If duties overlap, both groups must create joint rules or procedures to clarify their roles.
