Higher premium cap for state workers

The law sets health insurance premium caps for active and retired Maine state employees. For fiscal years ending June 30, 2012 and 2013, the cap equals the fiscal year 2010–11 funding level. For fiscal years ending June 30, 2014 and 2015, annual premium increases are capped at 1.5 percentage points. For fiscal years ending after June 30, 2015 through June 30, 2026, the cap is inflation plus 3 percentage points. For fiscal years ending after June 30, 2026, that ceiling rises to inflation plus 10 percentage points. Inflation uses the Consumer Price Index. The post-2026 cap does not apply to the fully insured Medicare Advantage prescription drug plan. The law allows larger increases but does not require premiums to rise.
