New fund for statewide health data exchange

The law creates a Health Information Technology Fund at the Department of Health and Human Services. It pays to run and sustain the state‑designated statewide health information exchange. The department must manage the fund to get the most federal matching money. Money can only be used for the exchange, and the account is separate, keeps interest, and does not lapse each year. In fiscal year 2026-27, the General Fund adds a one‑time $350,000 to this fund. The fund can also receive federal funds, grants, gifts, and other public or private money.

One-time $350K transfer to state surplus

The State Controller must transfer $350,000 from the Attorney General’s special revenue (settlement) account to the General Fund’s unappropriated surplus by June 30, 2027. This is a one‑time move and does not itself approve new spending. How the surplus is used depends on later budget decisions.
