Families get notice of maternity care changes

Beginning April 3, 2026, Maine hospitals must file notice before ending maternity or newborn services or changing their care level. Hospitals must notify the Maine Department of Health and Human Services at least 120 days before the change takes effect. The filing must give the effective date, reason, and a hospital contact's name, title, email, and phone number. It must list and describe notices sent to hospitals within 50 miles and Level II, III, and IV newborn nurseries. It must also document notices to local emergency management, fire and law enforcement services, and affected registered patients. Hospitals must describe how they notified the public. When services end, hospitals must also describe their emergency-care plan, including maternity emergency policies and procedures and their review. That plan must include emergency obstetric care training for emergency department and family practice staff.
