Electricity rate cap for low-income assistance customers

In Maine, customers receiving low-income electricity assistance get a cap on generation rates charged by competitive electricity providers. These providers cannot charge more than the standard-offer rate that otherwise applies to the customer. The state utility commission can adopt routine technical rules to carry out the cap. Those rules can cover utilities sharing assistance customers' data with competitive electricity providers.
