Up to $50M for roads and bridges
The Maine Municipal Bond Bank can issue up to $50 million in GARVEE bonds during 2026–2027. The bonds are repaid only with federal transportation funds. The DOT can spend up to $50 million of these proceeds in FY 2026-27 on highway and bridge projects.
DOT job moves and promotions
DOT reassigns some jobs across programs and funds for FY 2026-27. Ninety Senior Technicians become Lead Technicians, with budget moved into payroll lines. One Public Service Manager II moves from pay range 30 to 33. One Engineering Aide goes from half-time to full-time.
More State Police and lab staff
The law adds four State Police detective jobs and one lieutenant to support Extreme Risk Protection Order work. It creates one Forensic Chemist II and one DNA Forensic Analyst, buys a mobile office unit, and funds a trainer. Five Senior Laboratory Scientists move from pay range 29 to 31. Eight Public Safety Mechanics move to Auto Mechanic III. One Office Associate II becomes an Office Specialist I on November 17, 2025. One State Police pilot job becomes a lieutenant. These changes are funded from the Highway Fund in FY 2025-26 and FY 2026-27.
Upgrades to police facilities and consoles
The State Police get $35,000 to cover higher rent for the northern field troop barracks in FY 2026-27. DPS can move up to $339,948 from payroll savings to buy three regional emergency console systems and a firearms examiner contract. DPS can move up to $16,450 to buy a heat pump and generator for the Pittsfield barracks and upgrade Bangor barracks security. These transfers happen after payroll obligations are met and need the State Budget Officer’s recommendation and the Governor’s approval.
BMV modernization money and staff upgrades
Up to $2.5 million of unspent FY 2025-26 BMV money carries into the next year for system upgrades. The funds do not expire until used and come after all obligations are paid. The law also upgrades several Motor Vehicles program staff roles in FY 2026-27 to support BMV services.
More DOT funds and transfer flexibility
The law adds $250,000 in FY 2026-27 for DOT facilities on Industrial Drive in Augusta. It provides $743,753 in FY 2025-26 and $1,365,912 in FY 2026-27 for the Multimodal Transportation Fund. It also lets unused Highway Fund money move within the same year, with 30 days’ notice to budget reviewers and transportation committee review. The committee can waive the 30-day notice for emergencies.
State Police lieutenant funding reversed
One section moves a State Police lieutenant from Traffic Safety into the State Police program with a 65% General Fund and 35% Highway Fund split in FY 2026-27. Another section in the same law restores the lieutenant back to the Traffic Safety program with Highway Fund support. This is an administrative funding shift for one position.
