Retirement rules protected for transferred staff
If your job moves from the Department of Public Safety’s building codes unit to the Office of Community Affairs, you keep your prior retirement rules. You keep the old qualification rules and how your service retirement is calculated. This protects affected workers from losing benefits because of the transfer.
Clearer rules and training for modular homes
The law adds a national off-site construction standard to Maine’s referenced codes. Municipal code officers and builders use this standard when reviewing and enforcing off-site and modular work. The law also requires code officer training on how to enforce rules for industrialized housing. Industrialized housing means homes built mainly in a factory from modules or panels that cannot be fully inspected on site without taking them apart. These steps make reviews and inspections clearer and more consistent.
Regional code enforcement pilot by 2027
The Office of Community Affairs runs a regional code enforcement pilot through the Housing Opportunity Program. It starts no later than January 1, 2027 and can last up to three years. The office evaluates the pilot as it runs. It files yearly reports by January 15 and a final report within 60 days after the pilot ends. Towns that join the pilot get help moving to shared regional enforcement.
