2 provisions identified: 1 benefits, 0 costs, 1 mixed.

State caps on school aid cuts

From FY2027‑28 through FY2029‑30, the state cannot cut from the prior year the part of a district’s subsidy tied to the new regional adjustment and the income‑based local share. In FY2030‑31, any cut to that part is capped at 25% from the prior year; in FY2031‑32, the cap is 50%. Starting FY2032‑33, the caps end and the full formula applies. These limits protect districts from sudden state‑aid drops that could spike local property taxes.

School funding shifts by income and region

Beginning July 1, 2027, the state sets regional school pay adjustments using national cost‑of‑living indexes. This applies to teacher pay, teacher benefits, and other school‑level staff pay and must support the state’s minimum teacher salary. Also beginning in FY2027‑28, each town’s local share is adjusted by 10% for income, based on the share of students who are economically disadvantaged. These changes can raise or lower required local property‑tax support and shift state aid, depending on your district’s costs and income index.
