Vinalhaven Water District gets higher borrowing limit
Effective upon approval, the law raises Vinalhaven Water District’s outstanding debt limit from $1.5 million to $4 million. A higher limit requires voter approval, and the district cannot exceed the limit voters approve. The district can borrow for water pipes, property, construction, operations, repairs, improvements, and interest during construction. It can also renew debt and reimburse the town for expenses. For projects costing an estimated $30,000 or more within one financing, the clerk must publish a newspaper notice. This threshold applies to one project or several projects combined in that financing. The notice must appear at least once in a newspaper serving Vinalhaven and explain the proposed debt and its purpose. The law does not require borrowing or directly require households to pay.
