Boothbay water district can borrow more

The law raises the Boothbay Region Water District’s total debt cap from $12 million to $19 million. The board of trustees can borrow money and issue bonds without a districtwide vote, to buy, fix, and expand the water system. For new capital financings of $500,000 or more, the district must publish a notice in a newspaper that serves Boothbay Harbor and Boothbay. This notice rule does not apply to refinancing old debt or paying for maintenance, repairs, or current expenses. Trustees may propose a different debt limit, but it only takes effect if a majority of district voters approve it in a referendum; the district cannot owe more than the voter‑approved cap. More borrowing can speed projects, but it can also affect future water rates.
