Primary fundraising window for unenrolled candidates

The law sets a primary fundraising period for unenrolled candidates who qualify by petition. They may accept contributions under the primary-election limits from the day after the last general election for that office. The period ends on the day of the primary for that office. This creates equal timing for fundraising compared to enrolled candidates. It does not change dollar limits or add new programs.
