The law requires the state to transfer about 7 acres in Richmond (Lot 67 on Map R6) to Wilhelmine Dennis Oakes or her estate. The transfer is by quitclaim deed without covenant. The State does not guarantee the title. The Bureau of Parks and Lands cannot pay any legal or closing costs. Those costs must be covered by the recipient or another non-state payer.
