New fund to steady Maine power bills
The law creates a nonlapsing, revolving fund at the Maine Public Utilities Commission. The fund can take federal awards, legislative appropriations or transfers, and other public or private money. The commission uses it only to reimburse electric utilities for net energy billing costs that customers would otherwise pay. Payments happen only when money is available. By February 1 after any year with payments, the commission reports the amounts paid and funding sources to the Legislature. The law provides a one-time General Fund appropriation of $500 in 2025-26 and $0 in 2026-27.
