Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Betting revenue supports tribal government services

Effective immediately, Michigan provides $1 million yearly from the Internet Sports Betting Fund for essential tribal government services, subject to appropriation. This follows payments for betting regulation, compulsive gaming prevention, and first responder claims. The Michigan Strategic Fund distributes it to federally recognized Michigan tribal governments with powers of self-government. Distribution follows an allocation plan recommended by the Inter-Tribal Council of Michigan. Money remaining after these spending priorities goes to the State School Aid Fund.

Casino cities can fund road repairs

Effective immediately, a city hosting a sports betting operator’s casino can spend its 30% betting-tax share on local roads. Allowed work includes construction, repairs, and improvements. Other allowed uses include police, emergency services, lighting, neighborhood jobs, youth programs, tax or fee relief, and capital improvements. The tax split also sends 65% to the Internet Sports Betting Fund and 5% to the equine industry development fund. Any equine share above $3 million per fiscal year goes to the Internet Sports Betting Fund instead.

Betting revenue helps cover first responder claims

Effective immediately, Michigan allows sports betting money to support the Christopher R. Slezak First Responder Presumed Coverage Fund. Subject to appropriation, it receives up to $7 million each fiscal year for 50% of approved claim and administration costs. Payments come after sports betting regulation costs and the annual $1 million transfer to the Compulsive Gaming Prevention Fund. This funding does not guarantee any first responder a specific payment.
