Broader abuse definition protects Michigan children
Michigan expands the child abuse definition used in its child abuse and neglect prevention law. It includes sexual abuse, including violations of section 145c of the Michigan Penal Code. The definition covers harm or threatened harm caused by someone responsible for the child's health or welfare. A child is anyone under 18. The change took effect upon enactment.
New funding paths for child abuse prevention
Michigan's prevention board can fund community prevention partners using available trust fund money, subject to legislative approval of spending. Program grants no longer need local council approval; recipients must still offer program models and advice. Program recipients and prevention partners must provide matching money or approved in-kind contributions worth 50% of their trust fund grant. Prevention partners must serve a defined area, with boards equally representing local agencies and elected community members, including parents. Partners generally coordinate prevention work; direct services are limited to demonstration projects or facilitating joint agency projects. The board can also work with fundraising groups, including tax-exempt nonprofits, while following state and federal requirements. These changes took effect upon enactment; the law specifies no grant amount or fundraising target.
