Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Broader spending options for health regulators

Michigan’s health professions regulators can use the Health Professions Regulatory Fund for a broader range of department duties. Spending is no longer limited to duties under the previously specified parts of the Public Health Code. The fund can also reimburse the Attorney General’s department for services under those parts. This change does not create a direct household payment or benefit.

Children’s care fund money shifts away

The Parent Participation Fund receives payments toward care for children and youth with special health care needs. For each fiscal year ending September 30, 2027, 2028, and 2029, Michigan transfers $220,000 to the General Fund. Related interest and earnings also transfer. This leaves less money in the dedicated fund but does not directly change families’ payments, eligibility, or benefits.

Newborn screening fees change, funds shift

Michigan changes the price index used for annual adjustments to its newborn screening fee cap to Detroit-Warren-Dearborn. The initial cap was $53.71; the law does not establish whether the index change raises or lowers families’ fees. For each fiscal year ending September 30, 2027, 2028, and 2029, $1 million in screening fees transfers to the General Fund. Related interest and earnings also transfer, leaving less money in the screening program.
